The second COP30 Presidency letter, authored by Ambassador André Corrêa do Lago, calls for a “Global Mutirão”, a Brazilian concept of collective effort, to drive climate action ahead of COP30 in Belém, Brazil. Building on the first letter, it shifts focus from vision to implementation, urging global mobilisation through grassroots “self-determined contributions” and proposing four “Circles of Leadership” to foster inclusive collaboration. The Mutirão encourages individuals and communities to take local climate action, such as regenerative agriculture or mangrove restoration. This aligns with Africa’s tradition of community-led solutions amid limited climate finance. The Circles of Leadership, comprising COP presidents, marginalised groups, finance ministers, and ethical stewards, aim to integrate diverse perspectives. While promising, their impact depends on whether they deliver practical support for Global South priorities like debt relief, technology transfer, and inclusion in global governance. The letter frames COP30 as a pivot from negotiation to action, emphasising just transition, adaptation, and finance.
